I checked the version of Noto Serif that you can download from here:

For the record, I am also using Noto Serif ver. 2.000. I downloaded the most current version available in January of 2023. It has the same information that Robert's version has. Em spaces have the advantage of giving the correct (proportional) indent no matter what the font point size. Alan, you are worrying about something that you do not need to worry about.
