There are two possible problems here.

When your Internet Explorer places information onto the clipboard, this information is placed as HTML, RTF, and plain text. As you might know, Atlantis does not support HTML documents. So Atlantis uses either the most informative data - RTF, or plain text available on the clipboard.

The problem number one is that Internet Explorer is not able to convert JPEG, GIF, and PNG pictures contained by HTML pages to a graphic format used by RTF documents. Internet Explorer uses a very simple "HTML -> RTF" converter that does a very poor job in most cases.
So, if you see a formatted text in Atlantis but no pictures are available (strictly speaking, pictures are blank), this means that the problem is due to a wrong graphic conversion performed by Internet Explorer. You could check this with other word processors (MS WordPad, MS Word, etc). For example, you could use the "Edit | Paste Special..." menu command of another word processor, then choose the "Rich Text Format" for pasting. You would see no pictures too.

The problem number two is that the latest versions of Internet Explorer place no RTF data onto the clipboard at all in most cases (the RTF data is nil).
When Atlantis attempts to paste the RTF data available on the clipboard, this operation fails because this data is invalid (nil). In such situations Atlantis attempts to use the plain text available on the clipboard.
Again, you could check this yourself with another word processor. You could use the "Edit | Paste Special..." menu command of any word processor, then choose the "Rich Text Format" for pasting. Nothing would be pasted.

I personally could not explain why Internet Explorer supports RTF so poorly.

A solution? You could paste text and pictures separately. When Internet Explorer places a separate picture onto the clipboard, this picture is represented in graphic formats supported by Atlantis (Windows bitmap, metafile).
So you could copy/paste the text of the desired Web page. Then right-click every picture separately, choose the "Copy" command to place this picture onto the clipboard. Now paste the clipboard contents to the required point of your Atlantis document.
