It would be very pleasant to be able to insert a bookmark in the footer.

Sorry, but Atlantis does not allow bookmarks in footers/headers because they are variable objects. The contents of a header/footer might depend on the page on which this header/footer is currently displayed. Since the same header or footer can be displayed on multiple pages, bookmarking a location within a header or footer might be problematic, or even impossible.
But you could easily switch to any header or footer in your document through the Sections panel of the Atlantis Control Board:
