8-up printing for a ring binder

I would like a printing mode that varies from booklet printing, described as follows. It is for pages that are hole punched to go into a ring binder. For 8-up page printing I have a page size of 4.25" high by 2.75" wide that print out on Letter sheets. To make the most printable area on these small pages I need the bind where the holes are punched to appear at the borders of the sheet being printed on instead of at the fold as it does in Booklet printing. For an address book pages where each page is one letter I was able to get the bind on the outside by reversing the page order on pairs of pages in the document, i.e., page 1 is the letter B and page 2 is the letter A, page 3 is the letter D and page 4 is the letter C.
The simplest example at 2-up printing for a ring binder has the left-to-right print order for the front side being page 1, page 2 then on the reverse page 3, page 2. For Booklet printing the order is instead for the front side being page 4, page 1 then on the reverse side being page 2, page 3.
