Keep with next plus Widows/Orphans drags whole paragraph

I have a specific paragraph style that leaves a blank line between it and the next paragraph on the same page that I developed for the ePubs generated from it. In a previous thread I reported that this worked just as I wanted in the ePubs I generated with Atlantis. I noticed with the latest version (3.5) that in the RTF where this paragraph occupied the last line of the page, that whole paragraph would be dragged to the next page. The applicable paragraph style settings are Keep with next paragraph, Widow/Orphans control, plus Keep lines together undefined all the way back to Normal. I expected that W/O would cause in this instance for only 1 or 2 lines to be moved to the next page (whatever the number of lines is defined in W/O). I have only noticed this on 1 file as I have been doing some re-editing to bring these book files up to the same paragraph styles structure. It may have happened in some of the other files but they already had this paragraph style defined so I would not have been looking at the conversion or in earlier versions of Atlantis for the same reason. How can I get this to work as I described in my expectation of W/O?

In Atlantis, the "keep with next" formatting tries to keep the entire paragraph with "next paragraph" regardless of the "widow/orphan control" attribute.
