Classic Toolbar Customization

THANKS for this new feature! I am working with it now but finding a problem - when I open it up to three lines tall, I am not able to drag new icons to the blank third toolbar line. Could I be doing something wrong or is there an issue?

Attempts to drag there just end up going to the second line - I can't get the new third line to be anything but blank.

Please add the "row break" at the end of the second row of commands:
