How to collapse and expand outline level one and siblings

Greetings,

I see references to collapsed level 1 and sibling outline groupings. For the life of me I can not see how to do this. I apologize if this has been gone over before but my searching didn't find anything and right clicking etc didn't seem to offer up an option to collapse.

This can be done in the Headings panel of the Atlantis Control Board but not in the document window itself.
