How about this method:
Click Ctrl E where you want the line
Then hold down Ctrl, Alt and the hyphen key.
The line spreads right and left to fill across the page.
Works well for me.

How about this method:
1. Ctrl+E to center the paragraph alignment.
2. Open the "Format | Tabs..." dialog.
3. Create a tab stop of appropriate length (long enough to cover most of the page width).
4. Choose the centered alignment for the tab stop, and any suitable leader character (a dash character in your example).
5. OK out of the Tabs dialog.
6. Press the Tab key on the keyboard.
Note that you can even save the created line as a Clip item. Then it can be inserted at one go from the Clip Library.
