To turn a blank paragraph into a horizontal line, please do the following:
1) choose the Format | Tabs... menu command,
2) click the Add... button,
3) type the desired width of the horizontal line (for example, 6"),
4) OK out of the Tab position dialog,
5) choose the desired leader character at the bottom of the Tabs dialog (dots, hyphens, or underscores),
6) OK out of the Tabs dialog,
7) insert a new tab character in your document by pressing the Tab key.

Place the attached file in your Clip Library.
Double-click it in the Clip Library to insert a line at the insertion point in the document window.
Of course, you can edit the clip so that the tab length (and style) suits your requirements.

That’s strange! This is working on my system, whether I use drag & drop or I double-click the clip item.
Which system units are you using? I am using centimeters. If you are using inches, you could try to recreate a similar clip using a tab stop formatted in inches.
Note that this tab stop (line) can be formatted with a different font color. I used automatic (black) color, but you could use red or any other suitable color.

Did you put the downloaded RTF directly in your Clip Library (by default in “C:\Program Files\Atlantis\Clip Library”)?
Or did you open “Horizontal Line.rtf” in Atlantis, then save its contents as a clip item?
If you used the second method, you should be careful to copy the whole of the file contents, including the extra paragraph end mark. Copying this extra paragraph end mark is absolutely essential if you want the clip to work as expected. Please use Ctrl+A to select the whole of the file contents including the extra paragraph end mark, then save the selection as a clip item.
