In outline mode, pressing return with the cursor at the beginning of a paragraph causes a new line number to be inserted above it. Pressing return twice for a new paragraph, causes the new outline number to be deleted altogether. This makes it so I can't have single spaced outline paragraphs with two spaces between each paragraph without doing a lot of extra work.
It would be good to be able to press return twice after typing an outline paragraph, and have the cursor move down two lines and keep the next number in sequence. I would also like to be able to move the paragraph down (creating space between the previous paragraph) by insert the cursor at the beginning of the paragraph and pressing return.

You could easily have "double spacing" between list items without having to press Enter twice:
1. Right-click any item of your automatic list.
2. Choose the "Outline List | Select Whole List" command from the context menu:

3. Choose the "Format | Paragraph..." menu command, or press Ctrl+Shift+G. Type the current font size (or another value in points) in the "Space > After" box:
