For the life of me, I can't identify (and therefore turn) what I consider an aggravating feature...
Against my wishes, the cursor changes to some sort of check mark (or something) with a symbol of a bullet-list to the right of it, which seems to allow you to automatically swipe text and apply formatting to it.
Trouble is, I can't seem to highlight blocks of text when this feature is on, and can't figure how to turn it off.

That's "Click & Type
(from the help file:)
"With the "Click & Type" feature you can quickly start typing text at any open area of a document. Just double-click the desired point, and type your text.
The shape of the mouse pointer indicates which alignment will be used for your new text.
After double-clicking the desired point, you can start typing text. You can undo this typing as any other operation.
The "Click & Type" feature can be enabled or disabled through the Click & Type option (choose the Tools | Options... menu command, click the Edit tab).
Note. The "Click & Type" feature is not available in paragraphs belonging to bulleted or numbered lists.

Use your right mouse button to double click and tell Atlantis where you want to begin typing.

As I understand things, what you see is the special cursor displaying when you place the mouse pointer next to a list item. Please have a look at the following help topic (F1 hot key):
Formatting Documents > Bulleted and Numbered Lists > Direct List Formatting > The "Bullets & Numbers" popup toolbar
If you want to unlist the item, left-click when this special cursor is displaying, then click the “Remove bullets/numbers” button.

When you place the mouse pointer over automatic list numbers or bullets, Atlantis displays a special mouse cursor indicating that pressing the left mouse button would select this automatic list number/bullet, and the special "Bullets & Numbers" toolbar would be displayed.
If you do not want to adjust the formatting of automatic list numbers/bullets, do not press the left mouse button when this cursor is displaying. Move the mouse pointer to the left or to the right, then press and hold the left button, and start selecting text.
