Ocean Mind 1.5.2.2 won't instal on XP Home

I am moving to a new computer, a used Compaq Presario 6000 with XP Home on it and I did a Restore on it. When I tried to install Ocean Mind 1.5.2.2 on it, the install went on for 5 minutes before I cancelled out of it. I was logged in as computer administrator. It created the following files & folders in the Program Files directory:
Clip Library
Samples
Templates
Atlantis.exe 64KB in size
Install.log
All the folders and sub-folders were empty.
How do I get Atlantis to install on this computer? Is there a service that needs to be on for Atlantis to install?

The setup should take only a few seconds not minutes. Did you use the online setup? If you used the online setup, maybe there was a problem with the internet connection, or something like this. Please try the standard setup file. In any case, this could not have anything to do with the version of your operating system.

I do not have a connection to the Internet so I can not do an Online setup and did not do an Online setup, I used the standard setup.
I used this same setup file on my previous computer with Windows Me and it worked fine.
