Customize main menu

In the tools/menus/customize main menu/view, does not show toolbars, only (toolbar options) Why

ps. I keep trying to submit my topic but keep getting the error mesage...The username you requested has been taken or disallowed, or contains invalid characters like the " character

The individual toolbar commands are not available through the "Tools | Menus" dialog.
