Could you please try using the Windows Charmap?
By default, "C:\WINDOWS\system32\charmap.exe".

Have you entered (typed) "353" in the "symbol code" box?
No. I found the character I needed by scrolling the list of characters. The number 353 appeared automatically when I pressed (once) the character.

Is "decimal" selected to the right of the "symbol code" box?
